The Australian Qualifications Framework

The Australian Qualifications Framework (AQF) provides a contemporary and flexible framework that incorporates the qualifications from each education and training sector into a single comprehensive national qualifications framework.

The framework consists of 10 levels that cover qualifications from Certificate I level through to Doctoral and Higher Doctoral Degree level.

Regulating VET Delivery


The Australian Skills Quality Authority (ASQA) is the national regulator for Australia’s vocational education and training (VET) sector.  Their role is to ensure registered training organisations (RTOs) comply with nationally approved quality standards and deliver high quality training.

Australian Skills Quality Authority (ASQA) has delegated their regulatory authority for school RTOs in Queensland to the
Queensland Curriculum and Assessment Authority (QCAA) .  As ASQA’s delegate, QCAA is responsible for registering and auditing school RTOs in Queensland to ensure quality standards are maintained. 

Schools may only register with QCAA to deliver and assess VET qualifications and accredited courses up to AQF Certificate IV level and may only offer VET subjects to students in years 10, 11 and 12.  Qualifications that are declared an apprenticeship in Queensland may not be offered.
